Black and Decker 1 or 2 mug to go - Junk coffee maker

I have a Black and Decker 1 or 2 mug to go . recieved it for christmas.

Just havent been able to use it since because it has a nasty odor and an nasty clorine taste to it.

Tried cleaning it'with white vinager,baking soda,and a coffe maker cleaner,still can't use it. It's not the water because i use bottle water for making my coffee.Also another problem I always encounter with it is that, one of the lids won't stay on the mug.
